Favorite GitLab communication principle

I believe everything should start with a merge request, because:

• It encourages folks to aim at solutions and refines the problems to solve.
• Discussions on solutions are asyncronous and considered.
• The impact of possible solutions is easier to visualize.

Advantages of starting with merge requests instead of issues:

• It's easier to track progress on a solution than it is to track progress on a discussion.
• Merge requests require folks to solve problems iteratively, because it becomes obvious when a solution becomes too big.
